Pipeline IMP In December 2000 and December 2003, the Office of Pipeline Safety (OPS) published final rules (65 FR 75378 & RIN 2137-AD54) pertaining to Hazardous Liquid and Gas Transmission Pipeline Integrity Management in High Consequence Areas respectively. The rule provided for pipeline operators to assess, evaluate, repair and validate integrity assessment results for pipeline segments that, in the event of a leak or failure, could affect High Consequence Areas (population, areas unusually sensitive to environmental damage and commercially navigable waterways); all with strict assessment timeframes.
