The transmission and distribution of gas and hazardous liquids by pipelines is one of the safest forms of transportation.  However, investigations of past pipeline accidents revealed that human error was a significant contributing factor.  This prompted the National Transportation Safety Board (NTSB) to make recommendations for the training, testing and qualification of pipeline personnel.  The DOT now regulates the qualification of pipeline personnel.  PRCTL will provide the guidance necessary to develop and implement an effective Operator Qualification program utilizing accepted industry practices.  PRCTL will assist our client in meeting the requirements for identifying covered tasks that impact the safety or integrity of pipelines, for qualifying individuals to perform those tasks, and for managing the qualifications of pipeline personnel.
